PayPal did a bo-bo the other time..and forced pple to have USD acct before accepting funds. That was retracted after FTC intervention. And if you still need a USD Acct, without having to fork out withdrawal fees etc, Etrade with the Visa Card is the complete solution. Forms and info available FOC on my site.
